EU AI Act Article 4 – AI literacy: the short English version

Article 4 of the EU AI Act (Regulation (EU) 2024/1689) has applied since 2 February 2025. As amended by Regulation (EU) 2026/1744 (in force since 27 July 2026), it requires providers and deployers of AI systems to take measures to support the development of AI literacy among their staff and other persons operating or using AI systems on their behalf. The provision does not require guaranteeing any particular level of competence for any person, and Article 99 does not list Article 4 as a fineable offence.

Key dates

Article 4 and the Article 5 prohibitions: 2 February 2025. General application of the AI Act: 2 August 2026, including the Article 50 transparency obligations. Broad high-risk obligations: postponed to 2 December 2027 (Annex III systems) and 2 August 2028 (Annex I systems).

What documentation looks like in practice

A workable Article 4 record combines an AI inventory, a role overview, a training concept with an assessment, and dated participation records. A personalised course certificate documents the training component: who completed which content, and when, with a passed exam.

Course facts
